You sold the car three weeks ago. Money changed hands, the buyer drove off, and you did the responsible thing and looked for the online title transfer form on the DMV website. It is not there. You search again, find a page that looks right, and read a banner explaining that requests submitted before September 20, 2025 are still being processed. Yours is not one of them.
That is not a glitch. It is the current state of California title transfers, and almost nothing written about this topic online has caught up.
The short answer
No. As of 2026 you cannot transfer a California vehicle title through the DMV’s own online Virtual Office. DMV stopped accepting online title transfer requests on September 20, 2025. Transfers now go by mail or in person. Sticker Quicker, a licensed California DMV Business Partner (DMV Occupational License #90656), can still process a transfer electronically without a DMV visit.
The DMV Virtual Office menu confirms it. Under Title, Plates & Placards, the only options are Replacement Title, Replacement License Plates, Disabled Person Parking Placard applications and replacements, and Permanent DPP Renewal. Title Transfer is gone (DMV, Virtual Office, page updated August 7, 2026).
Why this matters: the ten-day transfer deadline did not go away when the online option did. You still owe DMV a completed transfer within 10 days of the sale, and the penalty clock does not care that the form you were looking for was retired.
What you CAN still do online in California
This is where most confusion starts. Plenty of title-adjacent transactions remain fully online. The transfer itself is the exception.

Every number below comes from the DMV registration fees page, last updated June 30, 2026. Fees are verified as of August 21, 2026.

Watch this one. DMV’s own PDF checklists say a transfer costs ‘typically $15 to $28’ and ‘approximately $15 to $21,’ which contradicts the flat $15 on the live fee page. The $15 is the transfer fee. The ranges are what happens once the $8 smog transfer fee, a $28 title fee, use tax, and a recalculated VLF get added on. Budget for the stack, not the headline number.
The two deadlines that decide whether this costs you money
Sellers: 5 calendar days
A California seller must notify DMV within 5 calendar days of the sale by filing a Notice of Transfer and Release of Liability, required by CVC 5900. Filing it releases you from civil and criminal liability for what happens to the vehicle afterward, under CVC 5602. It is free, it takes about two minutes online, and it does not transfer the title.
That last point trips people constantly. DMV states it plainly: submitting an NRL does not qualify as a transfer of ownership. The NRL protects the seller. The transfer moves the title. They are two different filings, and doing one does not do the other.
Buyers: 10 days
A California buyer has 10 days from the purchase date to submit the title transfer to DMV, per CVC 5902. Miss it by more than 30 days and DMV adds a flat $15 transfer penalty (CVC 9553.7). Unlike registration renewal penalties, the transfer penalty does not escalate over time. It is one flat charge.
There is no graduated day-by-day transfer penalty table, despite what a lot of sites publish. The escalating tables you have seen (10%, 20%, 60%, 80%, 160% of VLF, plus $10 to $100 flat fees) are registration renewal penalties, not transfer penalties. Do not confuse the two. If the registration also comes due during the handoff, you can owe both.
The forms, and the one you cannot download
Each of these is a real DMV form with a specific job. Getting the wrong one is the most common reason a mailed transfer comes back.

REG 227, Application for Replacement or Transfer of Title. The workhorse. Downloadable. Section 5 must be notarized only when a legal owner or lienholder is on record.

REG 262, Vehicle/Vessel Transfer and Reassignment. This one CANNOT be downloaded. DMV prints it on security paper to satisfy federal odometer disclosure rules. Order it by calling 1-800-777-0133 or pick one up at a DMV office.

The REG 262 trap: you cannot print it, so if you discover you need one on day 9 of your 10-day window, you are either driving to a DMV office or waiting on the mail. This is precisely the kind of thing a licensed Business Partner handles for you.
How to transfer a California title in 2026, step by step

File the Release of Liability first, if you are the seller. Online at dmv.ca.gov, within 5 calendar days. Do this before anything else.

Get the title signed correctly. The seller signs off in the correct field, and the odometer reading is disclosed if the vehicle is under 10 model years old. An error here voids the document.

Handle smog. The seller provides a valid smog certification. Certificates are valid 90 days on a private-party sale, or within the past two years on a dealer sale.

Complete the right application. REG 227 if the title is lost or you are doing a replacement-and-transfer. REG 262 (security paper, cannot be printed) for the transfer and reassignment. REG 256 if a gift or family exemption applies.

Calculate what you owe. $15 transfer fee, plus the $8 smog transfer fee if smog was waived, plus use tax and a recalculated VLF. Use the DMV fee calculator for an estimate.

Submit it. Mail to DMV, PO Box 942869, Sacramento, CA 94269, or go to a field office. Or hand the whole package to Sticker Quicker and let a DMV Business Partner file it electronically.

Confirm. Do not assume it went through. Check that the new registration card and title arrive, and follow up if they do not.
When smog is not required on a transfer
California waives the transfer smog check when the vehicle is four model years old or newer. In 2026 that means model years 2023, 2024, 2025, and 2026 transfer without a smog certificate. The buyer pays an $8 smog transfer fee instead (CVC 4000.1). Transfers between spouses, domestic partners, parents, children, grandparents, grandchildren, and siblings are also exempt.
Two more exemptions worth knowing. A biennial smog certificate already filed with DMV within 90 days before the transfer date covers the sale. And gasoline vehicles model year 1975 and older, diesel vehicles model year 1997 and older, diesel vehicles over 14,000 pounds GVWR, motorcycles, and vehicles powered solely by electricity are exempt from California smog checks entirely (Bureau of Automotive Repair, Smog Check program, verified August 21, 2026).
One DMV edge case: if a family member bought the car for you and never titled it in their own name first, DMV treats it as a regular sale, not a family transfer, and smog is required. Title it, then gift it.
Gifts, family, and use tax
Use tax is where a friendly handoff turns expensive. Per CDTFA Publication 52, a genuine gift is exempt. It stops being a gift the moment you pay cash, trade something, provide services, or assume a liability. Taking over the seller’s loan payments makes the outstanding loan balance taxable.
Family exemptions cover parents, grandparents, grandchildren, children, spouses, and domestic partners. Siblings qualify only when both are minors and related by blood or adoption. Stepparents, step-grandparents, step-grandchildren, stepsiblings, and stepchildren do NOT qualify unless there was a legal adoption. Neither does a transfer where the seller is a licensed California dealer.
Out-of-state titles: this one is genuinely in-person
If you are bringing a vehicle in from another state, DMV requires a physical inspection, which means an office visit. There is no online path and there never was one.
