This Sticker Quicker guide explains how those deadlines are set, what a test involves, and how a registration hold clears.<\/strong><\/p>\n<p>You know the shape of this problem if you run trucks. The renewal notice arrives, someone in the office goes to pay it, and the payment will not go through. Nothing is wrong with the truck, nothing is wrong with the insurance, and nobody remembers a letter from the Air Resources Board. The registration is being held by a second agency that DMV is simply enforcing on. Clearing it is not hard, but it takes days you did not budget, and the truck is parked while you spend them.<\/p>\n<p>Here is what the program actually requires, taken only from CARB and DMV pages, with the date each page was published or last modified.<\/p>\n<h2 id=\"which-vehicles-clean-truck-check-covers\">Which vehicles Clean Truck Check covers<\/h2>\n<p>Clean Truck Check applies to nearly all diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating over 14,000 pounds that operate on California public roads, including vehicles registered in other states and vehicles on DMV-exempt plates. CARB&#8217;s Clean Truck Check FAQ, dated May 22, 2024, sets that scope and lists the main exclusions: zero-emission vehicles, military tactical vehicles, emergency vehicles, historical vehicles, and new vehicles whose engines meet the strictest NOx standard, for a limited period.<\/p>\n<p>Two thresholds get mixed up constantly, so hold them apart. Clean Truck Check turns on a manufacturer gross vehicle weight rating above 14,000 pounds. California commercial registration turns on a declared gross vehicle weight or combined gross vehicle weight of 10,001 pounds or more, per DMV&#8217;s Commercial Vehicle Registration page, last modified August 7, 2026. A vehicle can owe commercial registration and sit outside Clean Truck Check, and the reverse is true for out-of-state trucks that never touch a California registration.<\/p>\n<p>There is also an older CARB gate on the same page that people confuse with this one. DMV&#8217;s Commercial Vehicle Registration page states that effective January 1, 2020, DMV verifies diesel vehicle compliance with CARB&#8217;s Truck and Bus Regulation for diesel vehicles with a manufacturer GVWR greater than 14,000 pounds, and that a non-compliant vehicle cannot be registered or have ownership transferred. That is a separate regulation from Clean Truck Check. A truck can be blocked by either one, and the fix is different for each, so read the notice before you start making calls.<\/p>\n<h2 id=\"how-your-clean-truck-check-deadlines-are-set\">How your Clean Truck Check deadlines are set<\/h2>\n<p>For a California registered vehicle, Clean Truck Check deadlines are set from the DMV registration expiration date, which is why the two programs collide at renewal time. The FAQ dated May 22, 2024 states that deadlines are determined by DMV registration expiration dates for California registered vehicles, and by the last digit of the VIN for non-California and DMV-exempt vehicles. It also says plainly that the deadlines shown in your CTC-VIS account are the ones used to mark the vehicle compliant, so the account is the authority, not a calendar you keep in a spreadsheet.<\/p>\n<p>Most subject vehicles are on a semi-annual schedule, which means two compliance events a year rather than one. Motorhomes and vehicles meeting the agricultural vehicle definition stay on an annual schedule. Emissions compliance testing took effect October 1, 2024, and the first deadlines requiring a passing test fell on January 1, 2025, per the same FAQ.<\/p>\n<p>One change is already on the calendar. Beginning October 2027, vehicles equipped with on-board diagnostic systems will require testing four times per year, per the FAQ dated May 22, 2024. If your fleet is mostly 2013 and newer diesel, budget for quarterly testing starting that year, not semi-annual.<\/p>\n<h2 id=\"what-a-passing-emissions-compliance-test-involves\">What a passing emissions compliance test involves<\/h2>\n<p>An emissions compliance test has to be performed by a CARB-credentialed tester using a CARB-certified device, and the method depends on whether the engine has on-board diagnostics. The FAQ dated May 22, 2024 defines the OBD population as heavy-duty diesel vehicles and diesel hybrids with 2013 and newer model year engines, and alternative fuel and alternative fuel hybrid heavy-duty vehicles with 2018 and newer model year engines. Those vehicles are tested through their OBD systems.<\/p>\n<p>Everything older falls to the smoke test. For a non-OBD vehicle, the FAQ states that a credentialed tester must use an SAE J1667 compatible smoke meter to conduct the smoke opacity test, alongside a visual inspection of the emissions control equipment.<\/p>\n<p>Credentialing is not restricted to shops. CARB&#8217;s FAQ notes that a vehicle owner can test their own vehicles after completing CARB&#8217;s training and credentialing. For a fleet running enough units, that is worth pricing against per-test invoices, especially with the 2027 move to quarterly testing for OBD vehicles.<\/p>\n<h2 id=\"the-compliance-fee-for-2026\">The compliance fee for 2026<\/h2>\n<p>The Clean Truck Check compliance fee is $32.13 per vehicle for the 2026 annual fee, per CARB&#8217;s Clean Truck Check Compliance Fee Update Effective 1\/1\/2026, dated June 16, 2025. That page states the 2026 annual fee satisfies vehicle compliance deadlines on and after January 1, 2026.<\/p>\n<p>The fee moves every year by design. The FAQ dated May 22, 2024 records the fee as $30 per vehicle per year at the start of the program and says it adjusts in accordance with the California Consumer Price Index. Treat it as a line item that changes each January rather than a fixed number you memorize.<\/p>\n<p>Payment timing matters more than the amount when a renewal is close. Per the Clean Truck Check CA DMV Registration Hold fact sheet dated August 7, 2024, payment processing takes one to two business days for cards and up to seven business days for eChecks. An eCheck sent the week a registration expires can miss the renewal entirely even though the money left on time.<\/p>\n<h2 id=\"how-the-dmv-registration-hold-works\">How the DMV registration hold works<\/h2>\n<p>The DMV registration hold behind Clean Truck Check comes from Senate Bill 210, and CARB places it automatically on vehicles that are not compliant. CARB&#8217;s Clean Truck Check CA DMV Registration Hold fact sheet, dated August 7, 2024, states that SB 210 directed CARB to develop and implement a heavy-duty vehicle inspection and maintenance regulation, and that holds are placed automatically when a vehicle is not compliant.<\/p>\n<p>The same fact sheet lists three conditions the vehicle has to meet: it must be reported in CTC-VIS, current on its compliance fees, and, since October 1, 2024, carrying a passing emissions compliance test. Miss any one of the three and the hold stands, which is the trap for fleets that tested on time but never finished the reporting step in CTC-VIS.<\/p>\n<p>Clearing is not instant. The August 7, 2024 fact sheet states that the SB 210 hold at DMV will be removed one to three business days after the compliance requirements for the upcoming deadline have been completed.<\/p>\n<h2 id=\"where-carbs-own-pages-disagree-and-how-to-plan-around-it\">Where CARB&#8217;s own pages disagree, and how to plan around it<\/h2>\n<p>CARB publishes two different clearance windows for the same hold, so plan on the longer one. The Clean Truck Check CA DMV Registration Hold fact sheet dated August 7, 2024 says the hold is removed one to three business days after the compliance requirements are completed. The Clean Truck Check FAQ dated May 22, 2024 says that once a registration hold is placed, allow three to five business days from the date the certificate is downloaded for that to be updated with DMV.<\/p>\n<p>Stack that against payment processing and the planning number is not one to three days. Fleets with staggered expiration months should be working a deadline two to three weeks out, not the week of.<\/p>\n<h2 id=\"what-enforcement-looks-like-if-you-ignore-it\">What enforcement looks like if you ignore it<\/h2>\n<p>A hold is the mild outcome. CARB&#8217;s FAQ dated May 22, 2024 describes a Notice to Submit to Testing, and states that upon receipt of an NST the vehicle owner has 30 calendar days to submit a passing emissions compliance test to CARB. The same FAQ cites Health and Safety Code section 42402, which it says identifies potential civil penalties of $1,000 to $10,000 per day per vehicle, and states that any person who illegally modifies or operates an uncertified or tampered vehicle on a public highway as defined by California law is subject to a penalty of up to $37,500 per violation.<\/p>\n<p>Those are ceilings written into statute, not typical outcomes. The practical point is narrower: an NST starts a 30 day clock that is shorter than the lead time most fleets keep for shop scheduling.<\/p>\n<h2 id=\"what-to-do\">What to do<\/h2>\n<ol>\n<li>Build a list of every vehicle you operate in California over 14,000 pounds GVWR, diesel or alternative fuel, including out-of-state units and anything on exempt plates.<\/li>\n<li>Confirm each one is reported in CTC-VIS. Reporting is a separate condition from testing, and a vehicle that tested clean but was never reported still shows non-compliant.<\/li>\n<li>Read the deadlines inside the CTC-VIS account rather than deriving them yourself. CARB states those are the dates used to mark compliance.<\/li>\n<li>Pay the annual compliance fee, $32.13 per vehicle for 2026 deadlines, by card if a deadline is close, since eChecks can take up to seven business days to process.<\/li>\n<li>Schedule a CARB-credentialed tester.
