A bull tule elk bugling across a coastal ridge is one of the strangest, most carrying sounds in California, somewhere between a whistle and a roar, and it travels a long way over open grass. Then you spot him: antlers up, a group of cows arranged around him, and another bull on the far slope thinking about it. This happens about ninety minutes from most of the Bay Area, on a peninsula where the land runs out and drops into the Pacific, and it happens right now.<\/p>\n<h2>The short version<\/h2>\n<p>Tule elk bugle, gather harems, and spar at Point Reyes National Seashore from August through October, and Tomales Point is the best place in California to watch it. There is no entrance fee and no parking fee. Allow about three hours of round-trip driving from San Francisco or the northern East Bay, plus a couple of hours on the ground.<\/p>\n<h2>Why August through October is the window<\/h2>\n<p>This is the rut, the tule elk breeding season. The National Park Service puts it plainly: August through October is when visitors will likely hear bull elk bugling and see them rounding up harems, and the lucky ones catch two bulls sparring. Outside that window the elk are still there and still worth the drive, but they are just grazing. In the rut they perform.<\/p>\n<p>The herd at Tomales Point is one of the largest tule elk populations in California, and it exists because of a deliberate reintroduction. Tule elk had all but disappeared from these grasslands by 1860. In the spring of 1978, two bulls and eight cows were brought up from the San Luis Island Wildlife Refuge near Los Banos and held in a temporary three-acre enclosure to settle in. Six of those cows calved that summer. That fall, 17 elk were released onto 2,600 acres of open grassland and coastal scrub. By the summer of 1988 there were 93. The population peaked around 550 in 1998 and has fluctuated since. In 2019 the reserve was enlarged to 2,900 acres.<\/p>\n<h2>The drive, honestly measured<\/h2>\n<p>Point Reyes looks close on a map and does not drive like it. That is a real day out, not a quick errand, which matters for the very boring reason we get to at the end.<\/p>\n<h2>It costs nothing, and that is worth saying out loud<\/h2>\n<p>Point Reyes National Seashore charges <strong>no entrance fee<\/strong>. No pass is required to get in. It also charges nothing for parking at visitor centers, beaches or trailheads, and nothing for day-use activities: hiking, wildlife viewing, bicycling, kayaking, horse riding, fishing, ranger-led programs, visiting the Point Reyes Lighthouse, and picnics of 25 people or fewer. The only fees in the park are for overnight camping and for special use permits such as weddings and large picnics.<\/p>\n<p>For a Bay Area weekend that is close to unbeatable. Your entire cost is fuel and whatever you packed.<\/p>\n<h2>Four things the park tells you that trip guides skip<\/h2>\n<p>These are all on the Park Service&#8217;s own Tomales Point page and they are the difference between a great day and a miserable one.<\/p>\n<ol>\n<li><strong>There are 20 parking spaces.<\/strong> The Tomales Point lot is dirt and holds about 20 vehicles. On busy weekends and holidays it can be full by 10 a.m. The McClures Beach lot below it is paved and holds about 25. Go early or go on a weekday.<\/li>\n<li><strong>The nearest gas is 16 miles away.<\/strong> The closest gas station is in Point Reyes Station, and the Park Service asks you to arrive with enough fuel for a minimum 32-mile round trip from there, before any side trips. Fill up in town.<\/li>\n<li><strong>There is no drinking water at Tomales Point<\/strong>, and the park does not sell bottled water at its visitor centers or bookstores. Fill your bottles at the Bear Valley Visitor Center on the way out. There is also no food west of Inverness, a 25-minute drive from the trailhead.<\/li>\n<li><strong>Cell reception is minimal to nonexistent.<\/strong> Download your map before you lose signal. Restrooms are at the McClures Beach lot, open 6 a.m. to midnight.<\/li>\n<\/ol>\n<h2>How far you actually have to walk<\/h2>\n<p>Not far, and this surprises people. You do not need to do the whole trail to see elk.<\/p>\n<ul>\n<li><strong>One mile out<\/strong> brings you to Windy Gap at the head of White Gulch, where elk gather at a perennial spring below. For many visitors this is the whole trip, and it is a good one.<\/li>\n<li><strong>About 2.25 miles out<\/strong> is the high point of the trail. Turn around here if you would rather not sweat on the way back.<\/li>\n<li><strong>Three miles out<\/strong> is the Lower Pierce Ranch stock pond, a six-mile round trip. If you have somehow not seen elk yet, the Park Service says you will likely see some here.<\/li>\n<li><strong>Beyond that<\/strong> the trail is no longer maintained, turns sandy, and braids through bush lupine. A section at the far north end is simply gone: part of the bluff collapsed into the Pacific in January 2017, and the Park Service warns that more of it may follow. Stay well back from any cliff edge.<\/li>\n<\/ul>\n<p>One small oddity worth knowing if you are planning mileage: the Park Service&#8217;s Tomales Point page gives the full round trip as <strong>9.7 miles in one paragraph and 9.4 miles in another<\/strong>, on the same page. Either way it is a long day on an exposed ridge with no water, so budget generously and carry more than you think you need.<\/p>\n<h2>About that fence<\/h2>\n<p>If you read older write-ups, you will see the Tomales Point herd described as living inside a fenced enclosure. That is changing. On December 2, 2024, Point Reyes National Seashore issued its final decision on the Tomales Point Area Plan, and the selected alternative calls for <strong>removal of the tule elk enclosure fence<\/strong> and of all temporary water systems installed during the most recent drought. The park&#8217;s stated reasoning is to give the elk access to additional habitat, improve the population&#8217;s resilience during drought, and allow a more natural population cycle. The decision followed an environmental assessment begun in 2023 and more than 35,000 public comment letters across three comment periods.<\/p>\n<p>Here is the practical catch. The park&#8217;s own visitor-facing Tomales Point page was last updated in August 2024, several months <em>before<\/em> that decision, and still describes the reserve in enclosure terms. So if the fence and the page disagree, the page is the older document. Check the park&#8217;s alerts and its Tomales Point Area Plan page for current conditions before you go, rather than trusting any single write-up, including this one.<\/p>\n<h2>Watching elk without ruining it for the elk<\/h2>\n<p>The Park Service&#8217;s rules are short and mostly common sense, with one line that is a genuinely useful self-check.<\/p>\n<ul>\n<li>Watch from a distance and use binoculars or a spotting scope. <strong>If an elk becomes alert or nervous and begins to move away, you are too close.<\/strong> That is the test.<\/li>\n<li>Stay on the trail. Never put yourself between a cow and a calf, a bull and his group of cows, or two bulls sizing each other up.<\/li>\n<li>Whisper and move slowly. Do not feed them, which is prohibited and bad for the animals.<\/li>\n<li>Leave antlers where they lie. They are a calcium source for rodents and deer.<\/li>\n<li>Dogs are prohibited beyond Pierce Point Road and the parking lots, and most visitors are away from their car for over an hour, so leave the dog at home rather than in the vehicle. Bicycles are allowed on Pierce Point Road only, not on the Tomales Point or McClures Beach trails. Drones are prohibited parkwide.<\/li>\n<\/ul>\n<p>If Tomales Point is full, elk also turn up along Drakes Beach Road and in the Phillip Burton Wilderness west of Limantour Road.
