You bring the truck. And then the first California registration bill lands and it reads like a phone number. Here is the part almost nobody tells you at the in-processing briefing: a large piece of that bill is not yours to pay.

Active duty service members stationed in California who are not California residents can be exempt from the vehicle license fee and the Transportation Improvement Fee on a California registration. You claim it with form REG 5045. The base registration fee and the CHP fee are not waived, and the vehicle cannot be used in a trade or business.

What the California military registration exemption actually waives

Here is the detail that gets lost everywhere except on the form itself. The DMV’s consumer-facing military guide describes this as a vehicle license fee exemption. The form’s own title is broader: REG 5045 is the “Nonresident Military (NRM) Vehicle License Fee and Transportation Improvement Fee Exemption,” revised 12/2021. It covers two fee lines, not one.

That second line is not small change. The Transportation Improvement Fee runs from $33 to $231 a year depending on what the vehicle is worth. If you only knew about the VLF, you have been underestimating the exemption by up to $231 every single renewal.

Fee line

Amount

Waived by REG 5045?

Vehicle license fee (VLF)

0.65% of purchase price or value

Yes

Transportation Improvement Fee (TIF)

$33 to $231 by value tier

Yes

Base registration fee

$76 (includes the $3 alternative fuel and technology fee)

No

CHP fee

$34

No

County and district fees

Varies by county

No

Run the math on a real vehicle. A $40,000 pickup in its first California registration year carries a VLF of roughly $260 (0.65% of value) and sits in the $35,000 to $59,999 Transportation Improvement Fee tier at $198. That is about $458 the exemption takes off the bill. What stays is the $76 base fee, the $34 CHP fee, and whatever your county adds. The VLF portion shrinks over the first 11 renewal years, so the exemption is worth the most while the vehicle is new.

The Transportation Improvement Fee tiers

Vehicle value

Transportation Improvement Fee

$0 to $4,999

$33

$5,000 to $24,999

$66

$25,000 to $34,999

$132

$35,000 to $59,999

$198

$60,000 and higher

$231

Fee amounts verified against the DMV Registration Fees page, last modified October 14, 2026.

Who qualifies for the nonresident military exemption

Definition. A nonresident military (NRM) owner is an active duty member of a United States uniformed service whose duty station is in California and whose legal residence is in another state. Being stationed here does not make you a California resident, and that distinction is the whole exemption.

REG 5045 asks you to certify five things, under penalty of perjury:

Your duty station is in California.

You are on active duty in a United States uniformed service, as defined by 10 U.S. Code section 101(a).

You are not a California resident, and your legal residence is in another state.

The vehicle is not used in a trade or business.

The vehicle is primarily garaged in a county you name on the form.

Spouses get their own side of the form. Side A is the service member. Side B is the spouse, and the spouse’s certification requires that both of you are nonresidents. If one of you has claimed California residency, Side B closes. Members of NATO forces use REG 5046 instead of REG 5045.

Two more things worth knowing before you sign. The form states that the information is subject to Department of Defense verification and DMV audit, and it says plainly that the exemption does not apply to California residents. The statutory basis is 50 U.S. Code sections 3998, 4001 and 4025, the federal servicemember protections, which is why California cannot simply tax a vehicle you brought here on orders.

The trade-or-business line is the one that bites

Driving for a rideshare platform, hauling for pay on weekends, or putting the truck to work in a side business is business use, and business use voids the exemption on that vehicle. Keep the exempt vehicle personal and register the working vehicle normally.

How to claim the exemption, step by step

Confirm you are a nonresident. Your legal residence must be a state other than California, and you must be on active duty with a California duty station.

Download and complete REG 5045. Fill Side A for the service member and Side B if your spouse is also a nonresident claiming the exemption.

Have your photo military identification verified. The form carries two verification blocks: one for a DMV office, and one for a dealer or business partner using a DLR or BPA number.

Submit REG 5045 with your registration or renewal application and pay the fees that are not exempt, which are the base registration fee, the CHP fee, and any county or district fees.

Re-file when your situation changes. A permanent change of station out of California, a move to California residency, or a switch to business use all end the exemption.

Step 3 is the step that saves you a morning, and it is a finding straight off the form. Because REG 5045 includes a verification block for a licensed dealer or business partner, your military ID does not have to be checked at a DMV counter. A licensed California DMV Business Partner can verify it and file the paperwork. Sticker Quicker’s California registration renewal service is exactly that: Occupational License #90656, DMV-connected real-time processing, and next-day FedEx on your documents. No appointment, no field office, no half-day of leave spent in a lobby.

California residents who deploy get something completely different

This is the part that surprises people, and it runs the opposite direction from what you would guess. A nonresident stationed in San Diego gets a standing fee exemption. A California resident deployed into a combat zone gets no fee exemption at all. What a deployed resident can get is a penalty waiver, and only in narrow circumstances.

Per the DMV’s Veterans and Active Duty Military guide, last modified May 29, 2026, a California resident deployed under a Presidential Executive Order for combat or homeland defense may qualify for a waiver of registration renewal penalties. The filing is a REG 256, and it must go in within 60 days after the deployment ends. Temporary training and a permanent change of station do not qualify.

Sixty days is the trap. You come home, you have a thousand things to reset, and the window on the one form that erases your late penalties closes while you are still unpacking. Put it on a calendar before you leave. If you want to see what those penalties cost when nobody waives them, our breakdown of what happens when the DMV renewal notice never arrives walks through the same penalty math.

Driving on your home state plates in California

You are not required to re-plate a vehicle the moment you arrive. Nonresident military personnel, and certain NATO members, may operate a vehicle on valid home-state plates. The DMV guide also allows plates from your last duty station, where those are valid foreign plates issued to you or your spouse and you carry insurance.

One limit is stated clearly: leave orders and temporary duty orders do not count as relocation. Those plates have to be tied to an actual change of station.

Personally owned commercial vehicles follow the same logic. An active duty member may operate a personally owned commercial vehicle in California without California registration if it is validly registered elsewhere and is not used in a business. The second it earns compensation, California registration is required.

When you are discharged, a 20-day clock starts

A discharged member entering California with out-of-state plates and out-of-state registration is exempt from California registration on arrival. The exemption does not run forever. Registration becomes due when you take gainful employment in California or establish California residency, and payment is due within 20 days of that point.

Twenty days is tight, and it starts from a date nobody mails you a reminder about. If you are separating here and taking a job here, the registration is part of onboarding, not a later errand. Our guide to registering an out-of-state car in California covers the forms, the smog rule, and the mileage trap that catches new arrivals.

Three ways to file, and what each one costs you in time

Path

What you do

Military ID verification

Documents arrive

DMV field office

Book an appointment, bring ID and REG 5045, wait

DMV office block on the form

Plates or stickers often by mail afterward

DMV by mail

Mail REG 5045 with the renewal and wait on processing

Limited, and errors come back as a second round of mail

Weeks

Sticker Quicker

Submit once, we verify and file as a licensed DMV Business Partner

Business partner block on the form, BPA number on file

Next-day FedEx

Sticker Quicker is a licensed California DMV Business Partner with full online access, one of only a handful in the state, operating under DMV Occupational License #90656 with more than 500,000 customers served. That matters here for a specific reason rather than a general one: an exemption claim is a form that either gets accepted or gets kicked back, and a kickback by mail costs weeks. Getting it right the first time is the whole game.

Frequently asked questions

Do I have to file REG 5045 every year?

File it with your registration or renewal application whenever you are claiming the exemption, and re-file when your circumstances change. The certification is tied to facts that can change: your duty station, your residency, your garaging county, and whether the vehicle is used in a trade or business. A permanent change of station out of California ends the exemption.

Does the exemption cover my spouse’s car?

Side B of REG 5045 covers a spouse, but the certification requires that both the service member and the spouse are nonresidents, with the spouse’s legal residence in another state. The vehicle also cannot be used in a trade or business and must be garaged in the county named on the form.

Am I exempt from the base registration fee too?

No. REG 5045 exempts the vehicle license fee and the Transportation Improvement Fee only. The $76 base registration fee, the $34 CHP fee, and any county or district fees still apply. On a $40,000 vehicle that is roughly $458 waived and about $110 plus county fees still owed in the first year.

I am a California resident on active duty here. Do I qualify?

No. REG 5045 states that the exemption does not apply to California residents, and the certification requires a legal residence in another state. California residents on active duty pay the full fee schedule. A separate provision may waive renewal penalties for residents deployed under a Presidential Executive Order for combat or homeland defense, filed on a REG 256 within 60 days after deployment ends.

What form do NATO members use?

Members of NATO forces file REG 5046 rather than REG 5045. The DMV’s military guide names both forms and separates them by status: REG 5045 for United States Armed Forces, REG 5046 for NATO.

Can someone else verify my military ID so I do not have to go to the DMV?

Yes. REG 5045 carries a verification block for a licensed dealer or business partner, identified by a DLR or BPA number, alongside the block for a DMV office. A licensed California DMV Business Partner can verify your photo military identification and submit the exemption with your registration, which removes the field office visit entirely.

Skip the counter, keep the exemption

The exemption is worth real money and it is lost on paperwork, not on eligibility. A form filed wrong comes back by mail, and by then your tags may be late. Renew your California registration with Sticker Quicker and the REG 5045 verification, the filing, and the fee calculation happen in one pass, with your documents on a next-day FedEx instead of a six-week mail wait. No DMV office visit, no leave burned, and the exemption applied correctly the first time.
