Past 500, the Bureau of Automotive Repair evaluates the build under standard vehicle criteria instead.

You spent two years and a garage full of knuckle skin building the thing. The registration should be the easy part. It mostly is, except for one number that decides which emissions rules your car lives under for the rest of its life, and that number is published on exactly one California DMV page, a page that carries no revision date at all.

What California means by a kit car

What is a specially constructed vehicle in California? A specially constructed vehicle, which the DMV abbreviates SPCNS, is a vehicle built for private use and not for resale, not constructed by a licensed manufacturer or remanufacturer. It may be assembled from new or used parts, from a kit, or from junk vehicles under CVC sections 5500 or 11520. The governing definition sits in CVC section 580.

What does not qualify matters just as much. A vehicle restored to its original design by replacing parts is not specially constructed. Neither is a production car you modified. And a vehicle rebuilt from junk cannot resemble the original production vehicle it came from, which rules out the faithful tribute build as an SPCNS candidate.

Two more structural facts the DMV states and most builders learn late: the California Highway Patrol assigns the vehicle identification number for original California registration, and that assignment is not a year model. Kit vehicles do not need a model year or a 17-digit VIN at all.

The 500-a-year cap, and why your DMV page never mentions it

The DMV’s Specially Constructed or Modified Vehicle Registration page, last modified April 25, 2025, is the page a builder actually lands on. It lists the forms, the inspections, the weight certificate and the smog certification. It does not mention the 500-applicant cap. It does not mention the Certificate of Sequence. It does not name REG 5075.

That information lives on the DMV’s Fast Facts sheet for specially constructed vehicles, which states that each calendar year the DMV issues the first 500 applicants for an original SPCNS vehicle registration a Specially Constructed Vehicle Certificate of Sequence, form REG 5075. Applications after those 500 “will be evaluated by BAR according to BAR’s standard vehicle criteria.”

That Fast Facts page shows no revision stamp and no last-modified date. The single number that decides your build’s emissions fate is on the undated page, and the dated page omits it.

What the Certificate of Sequence actually buys you

Here is the part worth understanding before you queue up. The 500 cap is not a registration cap. It is a smog-standard cap.

Miss the 500 and your car can still be registered as a specially constructed vehicle. What you lose is a choice. The DMV’s registration procedures manual section 7.095, covering the SPCNS Certificate of Sequence under CVC section 4750.1 and last modified March 12, 2024, describes the certificate as the document that “allows an owner of a SPCNS vehicle to choose whether the smog requirements” follow the engine’s model year or the year the vehicle is registered.

For a build using a genuinely old engine, that election is the whole ballgame. Electing the engine’s model year moves the car onto that year’s emission standards, and if the engine is old enough to fall inside California’s model-year smog check exemption, the difference between electing and not electing is the difference between a one-time referee visit and a modern emissions test on a carbureted engine for the rest of the car’s life.

So the operative question is not whether California will register your build. It is which rule set your build ends up under, and that is decided by a first-come queue nobody tells you the position of.

Which brings up the first thing the state does not publish. No DMV page we could reach says when in the calendar year those 500 applications are counted from, or how many remain this year. There is no published counter. We are naming that as an omission rather than guessing at it, and the practical advice follows from the gap: if your build is close to done in the fall, finishing the application in January rather than November is the only lever you have.

Where the smog check has to happen

Can a regular smog station certify a kit car? Not the first time. The DMV’s registration procedures manual section 7.090, last modified May 2, 2025, states that the first smog certification for an SPCNS vehicle must be issued by a Bureau of Automotive Repair Referee Center. The referee inspects the vehicle, issues a BAR reference data sheet, and affixes a BAR label. After that, later smog inspections can be done at any licensed smog check station, as long as the label is intact and the emission equipment has not changed.

BAR’s own Smog Check Reference Guide, Revision 6.0 dated November 21, 2025, backs the label rule from the inspector’s side. Section 1.10.2 says SPCNS vehicles must be equipped with a BAR Referee Label; if the vehicle has one, the station uses the emission control requirements listed on it, and if it does not, “it must be inspected by a state Referee facility.” That guide also sends engine-change vehicles to a referee under Appendix D, which is the same path many kit builds travel anyway.

And here is the second gap, verified by absence. BAR’s Smog Check Reference Guide never uses the phrase “certificate of sequence,” and never mentions SB 100. The DMV hands post-500 applicants to BAR “according to BAR’s standard vehicle criteria,” and the BAR document that defines those criteria does not document the handoff or the instrument. Two agencies, one process, no shared vocabulary.

The paperwork, in order

The consumer page and the Fast Facts page do not list the same forms, and the difference is not cosmetic. Work from the longer list.

Keep every receipt while you build. Bills of sale or receipts for the major components: engine, frame, transmission and body. For a kit trailer, a Manufacturer’s Certificate of Origin or a receipt identifying the kit.

Complete the REG 343, Application for Title or Registration. This is the base application for every SPCNS build.

Complete the REG 5036, Statement of Construction. This is the form that tells the DMV what your vehicle is made of.

Get the vehicle verified. Verification is done by an authorized DMV employee at a DMV office, on a REG 31 or a REG 124. For an altered vehicle, verification happens after the work is finished. Our guide to California VIN verification and the REG 31 covers who can legally sign one.

Get the brake and light certificates and the VSSI. Official brake and light adjustment certificates apply as needed, plus an electronic Vehicle Safety Systems Inspection certificate.

Weigh it if it is a pickup or a truck. A weight certificate from a California Certified Public Weighmaster is required for those body types.

Take the first smog certification to a BAR Referee Center. You leave with a BAR reference data sheet and a label on the car.

File the application with fees, plus a REG 256 Statement of Facts if you are reporting a body change. Depending on the build you may also need a REG 262, REG 4008, REG 4017, an HS-7, a motor vehicle bond, out-of-state plates or the SPCNS Certificate of Sequence.

If the alteration cost more than $2,000 or moved the vehicle into a higher weight class, the DMV also wants the California Certificate of Title and proof of purchase or ownership of the added parts. A build caught in a registration hold over a missing receipt is the most common way these applications stall.

What it costs

The DMV does not publish an SPCNS-specific fee schedule. A specially constructed vehicle pays standard original registration fees, so the DMV registration fee page, last modified October 14, 2026, is the right reference.

Fee

Amount

Authority

Registration fee (original or renewal)

$76, including the $3 Alternative Fuel and Technology Fee

VC 9250.1

California Highway Patrol fee

$34

VC 9250.8, 9250.13, 9552 to 9554

Vehicle license fee

0.65% of purchase price or value

Set as a percentage of value

Transportation Improvement Fee

$33 under $5,000; $66 to $24,999; $132 to $34,999; $198 to $59,999; $231 at $60,000 and up

By vehicle value band

Title only

$28

VC 9254

Higher weight class after alteration

Additional weight fees apply

No dollar amount published

Three figures are not published anywhere we could verify, so we are not inventing them: the fee for the REG 5075 Certificate of Sequence, the CHP VIN assignment fee, and the BAR referee inspection fee. The statutory text of CVC 580, 4153 and 4750.1 is also unavailable through the legislature’s public site, so we are citing the DMV’s own restatements of those sections.

Who has to do each step

Four different agencies touch an SPCNS build, and only some of it can be delegated. The cap is on Certificates of Sequence: the DMV issues the first 500 applicants for an original SPCNS registration each calendar year a REG 5075 Certificate of Sequence. Applicants after that can still register the vehicle as SPCNS, but BAR evaluates it under standard vehicle criteria instead.

What does the SPCNS Certificate of Sequence do?

Per the DMV’s registration procedures manual section 7.095 under CVC 4750.1, the certificate lets the owner choose whether smog requirements are based on the engine’s model year or on the year the vehicle is registered. For a build with an old engine, that election decides which emission standards apply for the life of the car.

Can I get a kit car smogged at a normal station?

Not the first time. The first smog certification for an SPCNS vehicle must come from a BAR Referee Center, which issues a reference data sheet and affixes a BAR label. After that, any licensed smog check station can inspect it, provided the label is intact and the emission equipment has not changed.

Does a restored classic count as specially constructed?

No. A vehicle restored to its original design by replacing parts does not qualify, and neither does a modified production car. A vehicle rebuilt from junk also cannot resemble the original production vehicle it came from.

Do I need a 17-digit VIN for a kit car?

No. The California Highway Patrol assigns the VIN for original California registration, and the DMV states that kit vehicles do not need a model year or a 17-digit VIN. The CHP assignment is not a year model.

Primary sources

California DMV, Specially Constructed or Modified Vehicle Registration (modified April 25, 2025)

California DMV Fast Facts, Specially Constructed (SPCNS) Vehicles (FFVR 23)

VIRPM 7.090, Specially Constructed Vehicles, CVC 580 and 4153 (modified May 2, 2025)

VIRPM 7.095, SPCNS Certificate of Sequence, CVC 4750.1 (modified March 12, 2024)

Bureau of Automotive Repair, Smog Check Reference Guide, Revision 6.0 (November 21, 2025)

California DMV, Registration Fees (modified October 14, 2026)

Get the paperwork off your workbench

You built the car.
